2.The Advance of Environmental Pollution Control Policy

The Soot and Smoke Regulation Law was established in 1962 as Japan’s first pollution control law, and was to impose controls toward emissions of SO2, soot and smoke. Under the law, emission standards were established for each facility located in the target area.
Motivated by the report presented by the Special Survey Council on Yokkaichi District Air Pollution mentioned before, the national government decided to designate Yokkaichi as a target area of the Soot and Smoke Regulation Law in 1964. Designation went into effect two years later, in 1966.This regulation, however, did not bring substantial results in curbing air pollution in Yokkaichi.
